Chemical Notification
Several countries have implemented chemical inventories, which are listings of industrial chemicals manufactured or imported into a country. They are used primarily to distinguish between new and existing chemicals. An inventory is a database created from information submitted to government authorities by manufacturers, processors, users and/or importers. In countries where an inventory exists, a substance can only be manufactured, imported or marketed, if the substance is listed on the respective inventory. A listing is therefore the commercial basis of selling a substance.
The most common countries beside the EU with chemical inventories are Australia (AICS), Canada (DSL), China (IECSC), Japan (ENCS), Korea (ECL), New Zealand (NZIOC), Philippines (PICCS) and USA (TSCA).
Just recently, Taiwan (ECN/NCN) and Turkey enacted the implementation of their own chemical inventories. It is important to understand, that these two very new inventories require beside the notification of new molecules as well the listing of Existing Substances. The Turkish legislation is mainly influenced by REACH and GHS/CLP.
